Splinters from the Board
- The POA entered into a contract to replace the pipes under Porpoise Drive at the Fripp Inlet. The total cost for construction is $216,000. Work should be complete in 4 weeks and will start in mid-November. That area of Porpoise Drive will be closed during construction.
- As mentioned elsewhere in this issue, the Board adopted a fine system for mailbox conformity, which will go into effect on January 1, 2006.
- The Off-Island Affairs Committee has created an owners information packet that was approved by the POA Board in October. The binders containing the information will be available for pick up in the POA office in November. Each owner will be allowed one binder free of charge. If you wish to have yours mailed, there will be a charge of $6.50.
- The playground at the Audubon Park is complete and ready for kids to enjoy!
- The annual Beach Sweep was a big success.

Survey Comments & the POA Response
by Kate Hines,
FIPOA General ManagerCROSSOVERS:
Survey Comments - "Better clean-up on Rock Beauty crossover."
"More parking needed at beach access areas."
"Crossovers need to be better maintained."This past summer the FIPOA procured and mounted an animal proof trash receptacle at the Rock Beauty beach access to give beachgoers a place to leave their trash. It was so well received that people left too much trash -- including chairs, boogie boards, and even a wagon! In the peak season the debris is removed from the receptacle at least once a day and sometimes twice a day. In the off-season, the trash will be picked up on an as needed basis -- at least weekly.
Bearing in mind that the Rock Beauty access is the most utilized, the FIPOA created additional parking for 15 cars and 6 golf carts near the Rock Beauty beach access. This new parking area has been very popular.
The POA owned beach crossovers are inspected and maintained once a month year-round. At the time of monthly inspections, all deteriorated boards and materials are replaced to insure the crossovers are kept in the best possible condition. The crossover panel is currently working on a plan to replace or overhaul one to two crossovers a year. Due to the action of the ocean many of the crossover ramps and stairs are submerged for the majority of the day causing rapid deterioration. If you find a problem at a crossover, please contact Tina Reeves at the FIPOA office 843-838-4155 or on weekends contact the FIPOA Security patrol at 843-838-2334TRASH COLLECTION & YARD WASTE:
Survey Comments - "Better trash pick-up."
"Since we don't need regular garbage services, we need a local place for garbage and lawn debris."
"Removal of yard waste"
"How about a co-op yard maintenance program for non-renters?"Each property owner is responsible for contracting the removal of his or her own trash and yard waste. Dumping on someone else's lot is not allowed.
There are currently two companies that provide household trash pickup service -- Republic Waste Services (843-524-1485) or Waste Management (843-987-0710). If you choose to do it yourself, there are several drop sites and recycle centers available between Fripp Island and Beaufort. The closest is located on CeCe Road off Coffin Point Road (next to the Shrimp Shack). This site accepts household trash, yard debris and recycled goods.
Other drop sites include the Saint Helena Convenience center located at 639 Sea Island Pkwy and the drop site located next to the Lady's Island Airport.
Each of the sites' criteria for accepting recycled goods is different. For more information regarding the disposal of recyclable products call (843) 846-3910.
Many owners contract with private landscape companies to maintain their yards. If you contact the POA office, you will be directed to some of them, or go to the POA website and click on the local services link for names. http://www.fipoa.org/localservcs.html#lan.
In April of this year, the FIPOA's Beautification Committee held the first annual "Make a Difference Day." Owners were given the opportunity to help keep our wonderful Island looking its best. Over 42 tons of yard debris was collected, with owners making big piles for the POA's contractor to collect.
The first "Make a Difference Day" went very well -- in spite of the rain delay -- and many in the community participated. We plan to hold the second "Make a Difference Day" next spring and will publish the date soonDEER:
Survey Comments - "Resolve deer population problem ASAP."
"Do something about the deer!"
"Eliminate some of the deer."In 2003, the FIPOA appointed a committee to examine ways to control the deer population on Fripp. Several possibilities were investigated, including culling. The committee found that the Humane Society of the United States (HSUS) could provide a form of birth control for the deer that should, over time, reduce the deer population significantly. This type of population control will demand more time to see results. The first phase of the HSUS project went very well. 94 female deer were treated and tagged last winter.
The injections did not affect the birth rate this year, but those deer that were inoculated will not produce offspring for the next several years. We should see a reduction of births in the spring. Thank you to the property owners who allowed use of their homes to house the HSUS personnel involved in the project last year. We will send out email requests for housing again for this coming winter's control program.REPAIR SERVICES:
Survey Comments: - "Names of dependable service companies for repairs, landscaping, etc."
"Lists of on-island or local people who can do minor repair work or other services with references."
"Provide a list of people willing to do house checks."Clearly, many owners wanted a list of local service providers! If you go to the POA website, we have now provided one. http://www.fipoa.org/localservcs.html. The FIPOA neither endorses, nor disapproves of the service providers or services listed. The list of service providers is for informational purposes only.
The list is compiled of vendors who have purchased an annual decal from the FIPOA and have given permission to post their name and number on the site*********************

Help us say Thank you to our Security Department
The summer season has certainly made us aware of how fortunate we are to live on Fripp Island.
Let us take a moment to reflect also on how thankful we should be to have a Security Department to give us all an added sense of protection. Isn't it great to know that help is at hand when assistance is needed?
What better time to give the Security staff a well-deserved "thank you" than our annual Christmas Fund?
Please make checks payable to Christmas Fund.

FIPOA to enforce Mailbox Regulations beginning Jan. 1
by Kate Hines,
General ManagerHave you driven around the Island recently? Have you noticed how many mailboxes are in really bad shape? Well the POA wants to do something to correct the problem. In September of this year, the FIPOA Board of Directors adopted rules and regulations regarding the appearance of mailboxes on the Island. Essentially, the FIPOA will enforce what the Architectural Review Board guidelines state about mailbox appearance.
History of regulations
The history behind this implementation is extensive.
In 2001, the Resort assigned the FIPOA certain rights and obligations pursuant to the Fripp Island Consolidated Covenants. The primary purpose of the covenants was the creation of a community that is aesthetically pleasing and functionally convenient. Part 1, Section 8 of the Consolidated Covenants states it is the responsibility of each owner to prevent the development of any unsightly or unkempt conditions of their property.
The Fripp Island Property Association Bylaws, Article IV, Section 4 (a) authorizes the Board of Directors to establish, make and enforce compliance with such rules, regulations and policies as may be necessary for the operation and use of all of the property owned by or under the control of the Association. This includes the power to set a fine or other penalty for the violation of such rules, regulations and policies.
ABOVE are photos of what a mailbox should look like, depending on which area of the island you live in. Ocean Creek mailboxes should look like the box on the right.
Effective January 1, 2006 the regulations below will go into effect.
For Ocean Creek residences, the authority is found in the Ocean Creek Approved ARB Manual Page 10, Section C, Paragraph 7. The regulation states: Mailboxes and posts are to be located on every other lot corner. This mail receptacle consists of one post with two mailboxes painted Charleston Green flat paint, which can be purchased at any hardware or paint store. Mailbox maintenance is the responsibility of the homeowner.
For Veranda Beach residences, the authority can be found in Deed Book 808, Page 901, Section 3. The regulation states: No mailbox or other structure used as a receptacle for delivery or dispatch of mail, packages, newspapers, periodicals or similar matter shall be constructed, altered, maintained or allowed to remain on any lot within Veranda Beach; rather, the developer shall provide "ganged" or "grouped" (cluster) mailboxes for Veranda Beach lot owners at a designated spot. To obtain keys to cluster mailboxes contact Sandra Fleming at the ARB office, 843-838-1540.
For all other residences, unless cluster mailboxes are used, the authority can be found in the Fripp Island Consolidated Covenants. The regulation states that mailboxes that are erected or maintained must be the size, color, and type approved by the Architectural Review Board. Page 16 of the current The ARB guidelines explains regulations for mailboxes for these areas.Owners in subdivisions 1-28 are not required to have mailboxes if they do not receive mail on the island.
Otherwise they must have a mailbox that is in compliance with our regulations. If you decide to remove your mailbox please make sure that you have your address marked on your house so that emergency vehicles can find you. Also make sure to remove the post along with the box.
To comply with these rules and regulations, a mailbox must be kept in a proper state of repair and be aesthetically pleasing. A mailbox not in compliance will subject the property owner to fines. The fine system will take effect on January 1, 2006.

ABOVE are three pictures of mailboxes that are not in compliance with regulations.
Fine System
First Citation: A warning is issued and the property owner must bring the mailbox into compliance within 60 days.
Second Citation: A fine of $50.00 will be issued to the property owner and the mailbox must be in compliance within 30 days of receipt of second citation.
Third Citation: A fine of $50.00 will be issued to the property owner and the mailbox must be in compliance within 30 days of receipt of third citation.
Fourth Citation: A fine of $100.00 will be issued to the property owner and the mailbox must be in compliance within 30 days of receipt of the fourth citation. If no action is taken, the FIPOA will have the mailbox replaced and bill the owner for the full amount.
Fines not paid will become a lien against the property of the owner, as will the amount for replacing the mailbox. Any citation may be appealed to the Appeals Committee.
Current costs quoted to the POA are $10 for removal of a mailbox and post if you are not required to have one; $75 for refurbishing a mailbox; and $170 for complete replacement.
Two gentlemen currently are available for mailbox removal, refurbishment, or replacement. They are Ralph Hormel at (843)838-5567 and Dick Morrison at (843)838-2136.
If you would like the POA to make the arrangements for you please send an email to fipoa@islc.net. We need your request in writing.
If you are a do-it-yourselfer, you can get the correct mailbox at Grayco on Sea Island Parkway for $30.00. You can buy paint at either Glidden on Ribaut Road (ask for Fripp Silverado) or Charleston Green. Grayco sells the paint too, but the gray one is called Silverado Gray.
Remember, this enforcement starts January 1, 2006 so, please help beautify the island by making your mailbox compliant

Better than Competitive Pricing Comments
In the September 2005 edition of The Trawler, Fripp Island Resort General Manager, Stuart Mitchell, communicated about a number of issues regarding the FIPOA Survey, which was completed in November 2004.
One of the issues was covered under the heading "Pricing Comments." The paragraph indicated that "a survey was done with surrounding restaurants and clubs, such as Dataw, Dockside, and many others. The Club Advisory Board determined that our prices were "better than competitive."
As Chairman of the Club Advisory Board, and one of the primary persons responsible for the pricing survey, I feel obligated to provide further insight into that survey.
I do stand by the comment "better than competitive" when referring to a comparison of prices between the Bonito Boathouse and Dockside and JCT's. I do stand by the comment "better than competitive" when referring to a comparison of prices between the Beach Club and Dataw, Callawassie, Colleton River, and the South Carolina Yacht Club. Additionally, when eating in our restaurants, our members receive a 10% reduction on their total bill even further supporting these comments.
However, there were no surveys done by the CAB regarding pricing for other FIR restaurants, such as Ocean Point Grille or Sandals at Cabana, and the membership should not assume that these facilities were included in the "better than competitive" pricing comments in The Trawler.Alan Koehler

Architectural Review Board Satellite Dish Installation Requirement
by Sandra Fleming
The Fripp Island Restrictive Covenants state that "No television antenna, receiver, sender or other similar device shall be installed on any residential lot or common property within the properties." The FCC dictates that the Property Owner's Associations and/or restrictive covenants cannot deny the installation of a satellite but that it can regulate the aesthetics of its location.
The Fripp Island Architectural Review Board Guidelines require that Satellite dishes be installed in "the most inconspicuous location out of public view. If it is necessary that a dish be in a visible location in order to receive an acceptable quality signal, then the dish shall be screened with lattice and/or vegetation or painted to blend into the background on which it is mounted."
Dishes that are "shielded" from "public view" are more desirable. Pole mounted dishes will be allowed only when there is no other location that will afford the resident adequate reception and must be accompanied with a landscape plan to shield the installation from public view."
The ARB respectfully requests that owners of unsightly pole mounted satellite dishes that can be mounted in a more palatable location relocate the dishes or submit a landscape plan for approval that shields the installation from public view.
Beginning December 1, 2005, the installation of a satellite dish will require an Architectural Review Board Permit. There has been an increase in unsightly satellite dish installations that are not "in the least inconspicuous location possible" to receive a signal, (primarily post mounted installations). House, roof, deck or under eave mounted dishes can be hidden from view and are most desirable. When it is possible to obtain an unobstructed view of the southern sky by trimming a few limbs that will take precedence over free standing, pole mounted units. Any existing pole mounted dish installation that has an open view of the southern sky available must be relocated (at the owners expense) to an approved site location. Please call the ARB Office at 843-838-1540 if you have any questions.
Thank you for helping to maintain the integrity of your community.********************

The next Treasure Sale will be in June 2006. We have several locations to store donations now if you are unable to keep articles until then. Please call any of the following persons for pick-up: Dean Pelley at 843-838-4818, Don Aldrich at 843-838-9149 or T. Thomas at 843-838-4136.
Thanks to the Fripp Island Women's Club for their donation of four new benches to replace four very tired ones. These are located on Tarpon Boulevard and Bonito Road and greatly enhance the beauty of our island. The seven beautiful new benches in the Columbarium, the chapel entrance, and the walkways of the Community Centre campus are the gift of Margie Coyle of Fripp Island and Columbus, Ohio. They are given in memory of her late husband, William R. Coyle, prominently known in the music world as "Ziggy". He is interred in the Columbarium. The Fripp Island Memorial Columbarium is a resting place for the ashes of deceased residents, property owners and their families. A Columbarium Committee appointed by the Fripp Island Community Centre Board of Directors supervises the Columbarium. The Community Centre Board provides perpetual care and assures that the Columbarium is maintained and operated efficiently.
At the present time there are only 4 niches left for purchase at the old price of $500.00. The construction of a new bank of niches is planned in the near future. Because of increasing construction costs these niches will be priced at $600.00. Perpetual care and the personalized plaque are included in the price.
The Columbarium is a memorial garden that has been attractively landscaped. The garden is attractive enough that nothing should be placed on individual niches. The board of directors and the committee members request that the following Columbarium Guidelines and Procedures be observed:
- Live flowers may be placed but be no larger than the individual niche and the flowers will be removed as soon as they wilt.
- No artificial flowers of any kind may be placed on a niche.
- No personal articles may be placed on the niche.
It is our desire that the memorial garden remain a peaceful and quiet place where everyone can go and enjoy the beauty of the grounds. If you have further questions concerning the Columbarium please contact one of the following members of the Columbarium Committee: Judith Moore, 843-838-2638, Bill Haley, 843-838-5242, Ralph Petrea, 843-838-5424.
WOW!! That is the universal first impression when the Frippers see the new carpet recently installed in the Community Centre and the hallway. We have listened to many ideas and opinions and believe that we've got it right. Thanks to Rich and Chris Asaff for their experience, knowledge and determination in making a wise decision.

LET'S GO! Returns to the Tropics
![]()
Nomuku Group - Tonga's captivating views.by Jim Patek
After spending the southern hemisphere cyclone season in New Zealand, Let's Go! once again pointed her bow away from the onset of Winter toward Tonga and the tropics, some 1100 miles away.
Leaving Opua in the Bay of Islands on June 4, skipper, Jim Patek, and his reliable New Zealand crew, Brian King, shoved off knowing that several vigorous frontal systems would be chasing them out of New Zealand, and that there would be no rest before safely reaching the south east trade winds 600 miles to the northeast. What they did not know was that a tropical depression was forming to the west of Fiji and that it would make its way toward their intended route.
On the third day at sea, the crew received word of the tropical low from their weather forecasting service and were exhorted to make all speed for shelter in Tonga and this they did, arriving at night in driving rain under the lee of Eua Island, Tonga, six days out of New Zealand. Other yachts sailing from New Zealand to the tropics were not so fortunate and several were abandoned at sea and their crews rescued after sustaining damage in the 80 knot winds of the tropical storm. Others lay to sea anchors for several days before being able to get underway again.
At least the unexpected storm made for great conversation amongst surviving crews for weeks after the event.
Patty Patek joined Let's Go! in southern Tonga and cruised up the Tonga island chain from Tongatapu in the south to Vavau in the north. She experienced for the first time, the isolated islands and atolls of the Nomuko, Ha'apaii and Vava'u Groups that so captivated Jim while on his way to New Zealand last year. The Ha'apai Group, with their uninhabited picture perfect islets, topped with coconut palms, surrounded with creamy coral sand, then beautiful fringing coral and finally, aquamarine shades of crystal clear water were Patty's favorite. She spent hours exploring the beaches searching for shells, bags of which now occupy the storage space on Let's Go!![]()
Fripp Island's Theresa Cooper flew to Tonga in July to join Jim and Patty for the 500 mile voyage from Tonga to Fiji. Tee celebrated her birthday while in the beautiful Hunga Lagoon in the Vavau Group and the next day they were off. She experienced an easy sail under sunny skies by day and a blanket of stars at night, making landfall at Duff Reef, an uninhabited atoll on the far northeast of Fiji. As Duff Reef was approached, Tee exhibited her fishing skills by landing a tuna and three kingfish in rapid succession. Duff was a highlight of the cruise. Isolated and wild, with angry nesting birds, blinding white sand gathered in a cay on the southeast extremity of the reef and one lone palm. Otherwise, nothing but a coral reef surrounded by ocean.
From Duff Reef, Let's Go! made her way to the river town of SavuSavu on t he south side of Viti Levu Island where formal entry was made into Fiji. She then sailed on to the Yasawa and Mamanuca Groups of western Fiji where she will be based until the onset of the hurricane season in the South Pacific.Island Clubs

A special and sincere thanks to all the folks who purchased bricks or made a donation to the FIPOA parks. Children and their families continue to enjoy two very safe and "up-to-date" playgrounds - one at Davis Love Park and one at Audubon Park. Without your interest this would not have been possible. A generous donation from the 4th of July Women's Club CakeWalk helped in completion of the Audubon Park playground near the FIPOA offices.
Many thanks as well to the Playground committee members: MJ Combs, Joan Burke, and Mary Frances Thomas. The committee would also like to thank Jerry Weithman for all of his help installing the bricks. Much of his time was donated.
You can still order engraved bricks, which will be placed in Davis Love Park by submitting the order form found on the POA website at www.fipoa.org/images/brickOrderForm.pdf with a check. This should be mailed to the FIPOA 225 Tarpon Blvd., Fripp Island, SC 29920. Future brick sales will help fund ongoing beautification of the two parks.List of New Donors

Island Audubon Club Launches Fall Program
by Arlene Jacquette
The Fripp Island Audubon Club launched its 2005-2006 season on October 27 by sponsoring a potluck supper followed by a program that focused on natural activities on the island this past summer, including the results of increased loggerhead turtle nesting in the area.
At the next program, on Thursday, November 17, the club's program director, Ben Ten Eyck, will narrate photographs of bird life that he took during a trip to Alaska wilderness areas in July.
The club's December field trip destination is expected to be the new International Center for Birds of Prey in Awendaw, South Carolina, which houses over 200 birds of prey, and medical and educational facilities.
The Audubon Club meets the fourth Thursday of every month (except in November) at 7:30 p.m. (fall and spring potluck dinners start at 6 p.m.) All Fripp and Beaufort area residents are invited to participate and to join the organization.
For details on membership, contact President Cliff Ginter, 843-838-7010; program details can be obtained from Ben Ten Eyck, 843-838-5311********************

The equity value of the Club has reached a point where it was a deterrent to recruit new members. It's a Catch-22, we made so much money, the buy-in price became prohibitive. The Club wishes to attract new members, so the existing members will have an early Christmas, so that prospective members aren't asked to pony up so much to join. Anyone interested in learning more about the stock market by participating in the selection, buying and selling of common stocks, call Trigg Combs at 843-838-4784.

This fall has been a busy season for the FIWGA with the Club Championship played in September, and the Member-Guest event in October. Winners of the Club Championship were: Kathryn Woolley, Club Champion; Linda Young, winner 1st flight; and Joan Burke, winner 2nd flight. Congratulations.
![]()
The Member-Guest event with a theme of "Sun, Surf, and Sandies" was an exciting time for all the players involved. Chairpersons were Micki McCormick and Georgi Mathias. Good job, ladies.
Director of Golf, Char Cormier, has been holding clinics for the ladies just prior to play on Tuesdays. Many thanks to Char for this. December 13th is the date for the upcoming Holiday Luncheon. That day will involve a 9-hole scramble with the 9 Hole Ladies group. This is lots of fun, so everyone is encouraged to sign up and play.
Congratulations to the new officers for 2006 who were elected on September 27. They are Kit Griffin, President; Micki McCormick, Vice President; Nancy Connell, Secretary; and Linda Ashby, Treasurer. Barbara Hess (chair), Bobbie Inglett, and Bev Fineis did an outstanding job and deserve our thanks for serving on the Nominating Committee. If you would like to join us as a new member, please call our president, Carolyn Knight at 838-9789.********************
Men's 18 Hole Golf
by Harold Johnson
The summer months, as always, produced a reduction in the number of players participating in MGA events. However, we did have a faithful group of golfers who braved temperatures close to 100 degrees on many days to participate and because of them we did keep the Association fully operating.
The results of the Red Ball Tournament are shown below:
Red Ball 1st - Bill Ott, John Crouse, Bob Davidson, and John Dunphy
Red Ball 2nd - Larry Mathias, Fred Fuerst, Bob Newby, and Rick Friesen
Best Ball 1st - Dick Briggs, Charlie Warner, Tom Griffin, Glenn Hergert Best
Ball 2nd Steve McKay, Keith Fink, Bill Robinson, Bill Buscher. The Club Championship Tournament was held on October 7-9 in conjunction with Frippfest weekend and the celebration of Ocean Point's Opening.
Fripp Island Club Championship Results:
Championship Flight (Men) 1st: Paul Hummer, 2nd: Stuart Mitchell.
First Flight (Men) 1st Gross: Jack Harney, 2nd Gross: Budd Catlin.9 Hole Men's Golf

Fripp Island Resort
Fripp Amenity Cards
by Stuart Mitchell
The amenity card issue is the source of a lot of confusion for many Fripp Island residents and Members. I would like to take this opportunity to help people understand the importance of this system.
The Fripp Island Club is a private club that allows privileges for guests. The amenities of Fripp are for the use of its Members, their guests and guests of the Resort.
The amenity card system is built on the notion that Members take pride in their exclusive membership in the Fripp Island Club and the card is your "key" to all Island amenities, to everything that makes a Club membership unique.
Since an estimated five hundred units of the nearly eighteen hundred units on Fripp Island are rented when homeowners (Member) are not present, the problem of how to allow their unaccompanied guests to use the amenities is solved through the use of amenity cards. In addition, the amenity card system provides a method for Members to allow guests who are not renting their home to use the amenities if the Member is not present.
My daughter, while working as a hostess in one of our restaurants, was approached by a very unhappy individual who had no card. The individual was giving her a hard time about not being able to eat at the restaurant. She explained the Fripp program this way: When you go to Disney World you pay to get in. You pay for your food and you pay to play golf. Think of Fripp as an ocean front fantasy land. If you are a Member you have a permanent pass to enter. Guests need to pay at the gate before the amenities may be used.
Some form of the amenity card program has been on Fripp for the fifteen years I have lived here. It is not going away. In fact, it is the intent of Fripp Island Company to intensify this program. The value of the Fripp Island Club membership comes from the exclusivity of access to the amenities for Club Members and their guests.
As a Member of the Fripp Island Club your help is needed to protect the Club and its value.
On more than one occasion this past summer, our restaurants turned away more than fifty people in a single night trying to eat without cards. In this case, you as a Member and Fripp Island Company as the manager of the facilities both lose. First, individuals attempted to access the facilities without purchasing amenity cards. Second, we failed to feed the individuals. Third, guests left unhappy. Fourth, significant capital investments in the amenities are not put to their best use when they are underutilized. Fifth, your dues must carry costs that should be shared by these guests.
In an effort to do a better job of enforcement, the Fripp Island Company is planning to add a magnetic strip to your membership card and to the amenity card that will control entry into swimming pools and the fitness center. The amenity card system is an essential part of what makes the Fripp Island Club Membership exclusive.Resort Food and Beverage

We appreciate the new volunteers from both Fripp and Harbor Islands.
We are always in need of new people. If anyone knows of someone whop would like to volunteer, please have them call Wally Adams at (843)838-9559.

Beach Sweep Successful
by Adam Henderson
Once again we had a very successful Beach Sweep due solely to many environmentally conscious and motivated individuals who want to keep Fripp Island clean. Because of the people who graciously volunteered their Saturday morning, we were able to remove multiple truckloads of bagged trash, as well as 3 trailer loads of larger items including some treated lumber, Styrofoam pieces and old dilapidated tents. I want to extend my gratitude to all of the 2005 Beach Sweep/River Sweep Volunteers. If you were not able to attend this year, I encourage you to mark your calendar for next year so we can continue to increase the size of our Cleanup. Thanks for all the Help!!!
